We are current seeking to fill the upper-level administrative position of Budget Specialist II, Position No. 68274, in the Budget Preparation Section, Budget Branch, Office of Fiscal Services in Honolulu.

Qualified candidates will possess a bachelor's degree in business administration with coursework in accounting, decision sciences and management, and four (4) years of professional work experience in budgeting, accounting or auditing, or an equivalent combination of training and experience. Responsible work done in an government education setting is very desirable.

Salary range, EOSR-7, $77,069 to $109,099. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $77,069. A temporary salary adjustment due to furloughs and an HGEA agreement is in effect and is not reflected on the current salary range above.

Current DOE Recruitment of Interest:

The Systems Accountability Office of the Hawaii State Department of Education is seeking qualified applicants to fill vacancies for two evaluation specialist positions. Pursuant to Board Policy 1200-1.17, the evaluators conduct program and fiscal evaluations of all DOE programs on a five-year cycle. Evaluation reports are submitted to the Board and the Superintendent of Education, and are available to the public on the DOE website at: http://sao.k12.hi.us/planning/programevals/index.htm.

These positions are federally funded and are temporary because funding is year-to-year. However, it should be noted that the Board has renewed funding for these positions annually since the Department established them in 2007.

As stated in the vacancy announcement, applicants must have a master’s degree and submit completed applications to the DOE Office of Human Resources (OHR) by September 10, 2010. An equivalent combination of training and experience may be acceptable, with prior experience in program and fiscal evaluation or auditing a plus. The DOE OHR staff reviews the applications and compiles a list of qualified applicants who will then be contacted for interviews.

The Position

Roles and Responsibilities:
Senior leader will be responsible for 20-30 analysts located across the Pacific Rim (PACRIM) with home office located in Honolulu, HI. Position will require up to 20% travel to locations such as Korea, Guam, Japan, Alaska and outside the theater to Washington DC, San Diego, and San Antonio. Leader must have a deep understanding of at least one of the Economic Business Analysis Finance Team’s core functional capabilities of Applied Economic Analysis– cost estimation and analysis, economic evaluations, and capital asset management; integrated Financial Resource Management– budget and financial management, program management; and/or Quantitative Management Controls – integrated master scheduling, earned value management, and risk management. Individual must have experience working in a Department of Defense environment. Individual will be responsible for developing, implementing and maintaining a market development strategy and plan. Candidate will be able to work across multiple Department of Defense markets and with a diverse leadership workforce.

Must have experience in supporting, developing, and leading proposal efforts to include technical, management, and cost proposal volumes. Develop and mentor junior staff and build cross-functional relationships both internal and external to The Firm. Establish and cultivate excellent marketing and client delivery relationships with a broad spectrum of teams across The Firm. Manage all projects and tasks to ensure client satisfaction and maintain costs at or below budget. Establish a reputation as a professional and firm-wide leader and maintain responsibility for client management across multiple markets. This executive is expected to have existing senior level client relationships in the DoD. This individual will also be expected to grow the business and team based upon market successes. The successful candidate will have proven team leadership ability, and superior consulting skills. Additionally, as an Executive Leader, this person will be expected to take an active role in the development, mentoring and coaching of The Firm staff, consistent with our Core Values. He or she will work actively to attract, develop, and retain quality staff.

Critical Competencies and Experience:

Basic Qualifications:
• 15+ years of experience in the DoD Market.
• 10+ years of analysis experience to include the DoD budgeting process.
• 10+ years of experience in either cost estimation, earned value management, quantitative management controls, and/ or program controls.
• Experience with growing, leading and mentoring a team of at least 20 professionals.
• Extensive experience with RFPs/RFQs.
• Demonstrated business development skills within the DoD marketplace and capable of creating approximately $2-5M in contracts on an annual basis.
• Exceptional track record in building and maintaining good client relationships.
• Ability to obtain a security clearance.

Additional Qualifications:
• Demonstrated skill in acting as a senior voice.
• Experience in dealing with senior management levels across the federal government and throughout DoD.
• BA /BS degree in Business, Finance, Engineering, or a related field
• MA / MS degree is highly preferred
• Certifications: CDFM, CCEA or PMP

Education/Certifications:
The ideal candidate will have a Bachelor’s Degree from a leading academic institution, masters degree preferred. Additionally, PMP certification would be beneficial.

Compensation:
Compensation will reflect the candidate’s experience level and professional history and is formulated in progressive bands. It is comprised of a base salary, bonus, retirement contribution and benefits package that, in our experience, matches or exceed levels at comparable blue chip firms.
